Dr. Raoof graduated from Mosul Medical College, Iraq and following his basic medical training, he started his academic career at the Department of Clinical Pharmacology, St. Bartholomew’s Hospital Medical School, University of London, UK.
In 1988, he was awarded a PhD. degree in Clinical Pharmacology from the University of London, UK and started his clinical training in Anesthesia in prestigious teaching and specialized hospitals across London. He obtained the Fellowship of the Royal College of Anaesthetists (FRCA), London in 1992. He worked as a consultant anaesthetist in UK for few years before moving to the UAE, to join the American Hospital Dubai.
While at the American Hospital Dubai, in addition to his clinical duties as a consultant anaesthetist, he served in several administrative positions such as coordinator of the medical education committee, president of the medical staff, chairman of the appointment and credentialing committee and chairman of the ethical committee. Dr. Raoof’s first administrative role was as the chief of the Anesthesia department before taking on the assistant medical director role and ultimately becoming the chief medical officer for the hospital.
He also served in other committees outside the hospital such as a member of the Local Advisory Committee, Harvard Medical International at Dubai Healthcare City, Member of a special task force to establish Dubai Safety Index at the Dubai Health Authority (DHA) and a member of the DHA Grievance committee.
